【背景】

十二屆全國人大常委會第十六次會議今天表決通過了刑法修正案（九），對我國現行刑法作出修改，以解決當前司法實踐中出現的一些新情況、新問題，更好地適應預防和懲治犯罪的需要。修正案共五十二條，自今年11月1日起施行。

China's top legislature has adopted an amendment to the Criminal Law removing the death penalty for nine crimes and limiting the ability of those convicted of corruption from continually seeking reduced sentences.
中國最高立法機關通過了刑法修正案（九），取消九個死刑罪名，限制一直尋求減刑的貪污犯的能力。

【講解】

death penalty是死刑；reduced sentences是減刑。
週六，人大常委會（Standing Committee of the National People's Congress）通過了刑法修正案（九），將於11月1日起實施（take effect）。
被取消的死刑罪名爲：走私武器（smuggling weapons）、彈藥罪（ammunition），走私核材料罪（nuclear materials），走私假幣罪（counterfeit currency），僞造貨幣罪（counterfeiting money），集資詐騙罪（fraudently raising funds），組織賣淫罪，強迫賣淫罪（arranging for or forcing another person to engage in prostitution），阻礙執行軍事職務罪（obstructing military personnel from performing their duties），戰時造謠惑衆罪（fabricating rumors to mislead others during wartime）。
據瞭解，我國現有適用死刑的罪名（crimes subject to capital punishment）55個，取消這9個後尚有46個。
另外，對犯貪污、受賄罪，被判處死刑緩期執行（reprieve）的，人民法院根據犯罪情節等情況可以同時決定在其死刑緩期執行二年期滿依法減爲無期徒刑（life imprisonment）後，終身監禁，不得減刑（commutation）、假釋（parole）。
同時，刑法取消了取消嫖宿幼女罪。對這類行爲可以適用刑法（Criminal Law）第二百三十六條關於姦淫幼女的以強姦（rape）論、從重處罰（heavier punishment）的規定，不再作出專門規定。
