BEIJing - China allocated 89.34 billion yuan ($14.41 billion) for foreign assistance from 2010 to 2012, in the forms of grant, interest-free loan and concessional loan, said a white paper on China's foreign aid released Thursday.
北京消息，據週四公佈的《中國的對外援助》白皮書介紹，2010年至2012年，中國對外援助金額爲893．4億元人民幣。對外援助資金包括無償援助、無息貸款和優惠貸款三種方式。

foreign assistance是對外援助；interest-free loan是無息貸款；concessional loan是優惠貸款。
據國務院新聞辦公室10日發表的《中國的對外援助（2014）》白皮書（white paper）介紹，三年中，中國對外提供無償援助323．2億元人民幣，佔（account for）對外援助總額（total assistance volume）的36．2%。無償援助重點用於幫助受援國（recipient countries）建設中小型社會福利項目（build small or medium-sized social welfare projects）以及實施人力資源開發合作（human resources development cooperation）、技術合作（technical cooperation）、物資援助（material assistanc）和緊急人道主義援助（emergency humanitarian aid）等。
無息貸款主要用於幫助受援國建設社會公共設施（construct public facilities）和民生項目（launch projects to improve people's livelihood）。三年中，中國對外提供無息貸款72．6億元人民幣，佔（take up）對外援助總額的8．1％。
優惠貸款主要用於幫助受援國建設有經濟社會效益的生產型項目（undertake manufacturing projects）、大中型基礎設施項目（large and medium-sized infrastructure projects），提供較大型成套設備（complete plants）、機電產品（machinery and electronic products）等。三年中，中國對外提供優惠貸款497．6億元人民幣，佔對外援助總額的55．7％。
爲促進實現千年發展目標（Millennium Development Goals），中國對外援助資金（assisting funds）更多地投向低收入發展中國家（low-income developing countries）。
白皮書說，中國提供對外援助，堅持不附帶任何政治條件（political conditions），不干涉受援國內政（internal affairs），充分尊重受援國自主選擇發展道路和模式（independently choosing their own paths and models of development）的權利。
