什麼是“383”方案？

所謂“383”方案是指橫跨八個領域涉及市場、政府以及企業的“三位一體改革”，並在三方面改革中取得重大突破。

【講解】
"383 plan"就是最近大家都在討論的“383”方案，是指包含“三位一體改革思路、八個重點改革領域、三個關聯性改革組合”的中國新一輪改革路線圖（reform roadmap）。其中，“三位一體改革”（trinity reform）指完善市場體系（improving the market system）、轉變政府職能（transforming government functions）、創新企業體制（creating new business structures）三方面的綜合改革；涉及的八個改革領域分別爲管理體制（administrative system）、基礎產業（basic industries）、土地制度（land system）、金融體系（financial system）、財稅體系（fiscal revenue and tax distribution system）、國資管理（administration and management of State-owned assets）、激勵創新（promotion of innovation）、以及涉外經濟（foreign economy）。

三方面改革目標爲：降低市場準入門檻以吸引投資者並鼓勵競爭（lowering market entry barriers in order to attract investors and to foster competition）； 爲全體國民建立“國民基礎社保包（setting up a basic social security package for citizens）； 以及允許集體土地在統一市場交易（ allowing collective land to be traded on a unified market）。

報告還給出了改革的“時間表（timetable）”，建議將改革分爲三個階段，即2013年至2014年的近期改革、2015年至2017年的中期改革和2018年至2020年的遠期改革，以建立一個有活力、創新、包容、有秩序，及法制的社會主義市場經濟（to establish an energetic, innovative, inclusive, orderly and rule-by-law socialist market economy）。
