週二，新華社發表了檔案管理費去向成疑（questioned the whereabouts of the collected money）的報道，之後有關部門公佈了免除檔案費的時間表（timetable）。
目前，北京的個人檔案委託（entrust）給公共檔案中心（public record centers）保管，費用爲120元/年。
專家估算北京一年可收取（collect up）數億元檔案保管費，而全國每年收取數十億元檔案保管費。
檔案是記錄了個人教育背景（education background）、工作記錄（employment record）、學歷（qualifications）和身體狀況（physical status）等內容的文件。
