昨日，新修訂的《北京市空氣重污染應急預案》正式發佈，空氣重污染預警啓動的門檻大大降低，當預計重污染持續時間超過72小時時，全市範圍內就將啓動機動車單雙號限行措施。

如果連續三天出現重霧霾天氣，北京將啓動頂級應急措施以減少污染物排放，包括啓動機動車單雙號限行措施。

【講解】

heavy smog是重霧霾天氣；reduce pollutant emissions是減少污染物排放。
這是週一發佈的新版《北京市重污染應急預案（emergency plan）》中的主要變動（major changes）。應急預案降低了預警啓動門檻（lowers standards，這裏可理解爲降低門檻）。
預警分級共有四個級別，其中紅色預警（red alert）爲最高級別，去年北京有45天重污染（severe air pollution）天氣，可是卻沒有發佈紅色預警，這引發了公衆和專家的質疑。
而依據這份應急預案，如果預測空氣重污染持續三天以上（extend for more than three days），就會啓動紅色預警（issue the red alert）。
當紅色預警啓動時，政府將加強對污染物排放（pollutant emissions）的限制，全市範圍內除純電動車（energy vehicles）之外（exclude，除……之外），都將實施機動車單雙號限行措施（private vehicles will be restricted based on odd-and-even license plates）。其中，本市公務用車（vehicles for government departments and institutes）在單雙號限行的基礎上，還將再停駛總數的30%。另外，重點排污企業（major companies in polluting industries）實施停產（be suspended from production），中小學（primary and middle schools）及幼兒園（kindergartens）停課。
