BEIJING — A total of 31,527 prisoners, most of whom were juveniles when they committed their crimes, have been released thanks to an amnesty deal, according to an official statement on Monday.
北京消息，據週一發佈的官方聲明表示，依據特赦令，全國共特赦服刑罪犯31527人，其中多數犯罪時還是未成年。

2015年8月29日，全國人大常委會（China's top legislature）作出決定，國家主席習近平簽署主席特赦令，決定在中國人民抗日戰爭暨世界反法西斯戰爭勝利70週年（national commemoration of the 70th anniversary of the end of World War II）之際，對部分服刑罪犯予以特赦。特赦工作按計劃（as scheduled）在2015年底前完成。
本次特赦的服刑罪犯包括四類：參加過中國人民抗日戰爭（the War of Resistance against Japanese Aggression）、中國人民解放戰爭（the civil war against the Kuomintang）的；中華人民共和國成立以後，參加過保衛國家主權、安全和領土完整對外作戰的（criminals who participated in wars to safeguard national sovereignty, security and territorial integrity），上述罪犯中犯貪污受賄犯罪（graft），危害人民安全的嚴重暴力性犯罪，危害國家安全犯罪及涉恐（terrorism）、涉黑等有組織犯罪（organized crime）的主犯，以及累犯不予特赦；年滿七十五週歲、身體嚴重殘疾（physical disabilities）且生活不能自理的（unable to care for themselves）；犯罪時不滿十八週歲（committed crimes while under the age of 18），被判處三年以下有期徒刑（received a maximum sentence of three years in prison）或者剩餘刑期在一年以下的（less than a year left to serve）。特赦決定和特赦令規定幾種嚴重犯罪（serious crimes）除外。
經人民法院依法裁定，全國共特赦服刑罪犯（pardoned prisoners）31527人。其中，第一類（the first category）罪犯50人，第二類罪犯1428人，第三類罪犯122人，第四類罪犯29927人。
