中國3千萬名事業單位職工將於明天告訴“鐵飯碗”，開始實行合同制僱傭關係，其中包括與企業員工相同的養老金制度。

【講解】

public institutions是事業單位；iron bowl是指飯碗；bid farewell to是與某人告別；pension system是養老金制度。
事業單位（Institutional Organization），是指國家爲了社會公益目的，由國家機關舉辦或者其他組織利用國有資產舉辦的，從事教育、科技、文化、衛生等活動的社會服務組織（social service organizations）。事業單位職工享有終身制（life tenure）僱傭。
而即將於明天開始實施（take effect）的《事業單位人事管理條例》（Regulation on Personnel Management for China's Public Institutions）打破了“鐵飯碗”制度，條例實施後最大的轉變是將事業單位與職工確定爲（be defined as）“合同（contractual）關係”，下狠招打破終身制，實現人員能進能出。
條例規定，事業單位與工作人員訂立的聘用（employment）合同，期限（time length）一般不低於三年。事業單位工作人員連續（consecutive）曠工（absent from work）超過15個工作日（working days），或者一年內累計曠工超過30個工作日的，事業單位可以解除聘用合同（terminate the employment contract）。事業單位工作人員年度考覈（annual assessment）不合格（does not show enough competence）、且不同意調整工作崗位（reluctant to switch their post of duty）；或者連續兩年（two consecutive years）年度考覈不合格的，事業單位提前30天書面通知，可以解除聘用合同。
由於事業單位和職工的關係爲合同關係（contract-based），因此條例還要求事業單位員工參加社會養老保險（join the pension system）。
