make waves 興風作浪

【講解】

wave本義“波浪”。非常巧的是，在中美兩國我們都能接受這樣一個比喻，即用“興風作浪"來形容“惹是生非，引起混亂”。美國口語中可以這樣說：He’s the wrong man for the job. He’s always trying to make waves. （他不適合做這個工作，他總是興風作浪，惹是生非。）

【對話】

A:The strike of the teachers is due to the new Policy.
A:教師的罷工都是新政策給鬧的。
B:No authorities expected that the new policy would make waves like anything.
B:政府可沒想到一項新政策就掀起這麼大的風波。
A:Policy-makers can't take sides with a particular community. And school authorities should pay enough attention to the benefit of the schoolteachers.
A:制定政策的人又不會特別照顧誰，校方也該對教師待遇多重視些。
B:They did have reasons in making that policy. You see, they get some payoffs from some of the workers. No teacher will ever bribe them.
