從1月10日起，北京市檢察系統正式實行人民監督員制度，119名監督員上崗，他們可以監督檢察官應當立案而不立案等7種可疑作爲。

"The introduction of people supervisors into the procuratorates is an important part of reform to promote juridical democracy," said Ma Jianguang, deputy chief of Beijing Procuratorate.
北京市檢察院副檢察長馬劍光說：“將人民監督員制度引入到檢察體系中是推進司法民主改革中的重要一步。”
在上面的報道中，people supervisor就是“人民監督員”，人民監督員來自普通平民，所以也可用grassroots supervisor來表示。Supervisor除了表示“監督人”之外，還可以表示“指導者，主管人”，例如：accounting supervisor（會計主管）。考場的考官也是用supervisor來表示。
設立人民監督員可以promote judicial fairness（促進司法公正），主要監督duty crimes（職務犯罪）。人民監督員沒有薪酬，但是可以得到compensation for out-of-pocket expenses（經費補助）。
