英國將向中國提供公共項目融資建議

George Osborne has despatched Treasury officials to Beijing to advise China on how to use the private sector to build schools, hospitals and other public projects, including adopting the much-criticised private finance initiative .

喬治•奧斯本(George Osborne)向北京派出了一些財政部官員，爲中國政府如何調動私人部門興建學校、醫院等公共項目——包括採納廣受批評的民間主動融資(PFI)模式——出謀劃策。

The Treasury has recently minimised the number of new PFI projects after finding in 2012 that many were “tarnished by waste, inflexibility and lack of transparency”.

英國財政部近來已把PFI新項目數量減少到最低限度。此前，英國財政部在2012年發現，許多PFI項目“因浪費、不靈活和缺乏透明度而名聲受損”。

But China has turned to Britain for advice as it struggles to overhaul its government finances after years of debt-fuelled infrastructure investment left many municipal and regional authorities effectively insolvent.

但中國卻向英國尋求這方面的建議。中國正在改革其政府財政，因爲多年以來債務拉動的基礎設施投資導致許多城市和地方當局實際上已經無力償債。

The Treasury is advising Beijing on public-private partnerships generally and insiders say the PFI is just one of a number of different financial tools it uses to finance infrastructure.

英國財政部正就政府和社會資本合作模式(PPP)向北京方面提供一般性建議。內部人士表示，PFI只是英國財政部用來爲基礎設施提供融資的衆多不同的金融工具中的一種而已。

Mr Osborne sees Britain’s advisory role on private sector finance as a means of building relations between London and Beijing, an overarching priority for a chancellor focused on boosting exports.

奧斯本把英國就民間融資提供建議視爲加強英中兩國關係的一種途徑，加強雙邊關係正是這名一心推動出口的內閣大臣的第一要務。
